Excelsior Energy Inc., the developer of the Mesaba Energy Project has prepared this plan to identify the opportunities for capture and sequestration of carbon dioxide (“CO2”) emissions from its integrated gasification combined-cycle (“IGCC”) power stations. This carbon capture and sequestration plan (“CCS Plan”) was prepared to provide a concrete option for the State of Minnesota to meet its obligations under future CO2 regulations, which if promulgated, would affect coal-fired power plants, including the Mesaba Energy Project. We undertook the plan with the goal of providing the Minnesota Public Utilities Commission (the “Commission”) with information about all options that are available now and in the future with respect to carbon management through capture and geological sequestration from the Mesaba Project.
